Default Start and idle problem

I have an automatic 95 honda accord ex. My car has trouble starting, but by the fourth try it will start. After it has been driven and parked the rpms jump, but only in park or neutral. It jump from 1,000 to 2,500 rpms. I just replaced the main relay, IAC valve, distributor with all new parts. I don't know what the problem is. Can anyone help?

I cleaned out the EGR and the whole system, but it's still revving the same way. It seems that is why is isn't starting. It's like it's burning that little but of gas that is usually left to start the car again. There was some improvement though. It no longer revs in neutral. It only revs in park now. What now?
