Default Rattling noise from black plastic cover underneath

Hello all,

I've got a 2009 CRV. It's a great car, but developed a rattling noise from a black plastic cover of some type that is under the rear seat area underneath the car.

I took the car into Honda for some routine maintenance, and they told me the tech had fasteners and could fix the rattling noise for $55. They also described it as the "spare tire cover", which I don't believe it is since the spare is further back under the floor in the cargo area.

It was better after he fixed it, but still rattled a little.

I then tried putting a shim between the cover and the undercarriage on the drivers side where there is some access without a lift/ramps etc, and I put some duct tape where I could reach across it to the passenger side, which is really the center of the car.

So-does anyone know what this cover does? What it covers?

Is it really necessary to have it?

The car does get used on city streets quite a bit, and it started rattling after having a full load of five passengers and luggage coming from an airport.

I'm wondering if it's damaged and needs to be replaced, or is there is a better way to remount it that tightens it up.

The cover is underneath the car, on the drivers side and goes to the middle of the car. It does not cover the exhaust or the driveshaft. It starts around the middle of the front door and runs back to the middle of the rear door.

Does anyone know what this cover is called? I can't find a single thing online about it.
