I fully expect someone to claim that 38 mpg is way below the Hybrid Civic's potential...

Well 38 mpg is below it's potential. Right off the lot we are getting 41.9 city and 50 mpg in the country. The car doesn't reach it's full mpg potential until you are over 10k.
