1995 Accord electrical issues

I am working on a 1995 Accord with the 2.7L engine. When I bought the car, my buddy and I diagnosed he following mechanical and electrical issues:

-Bad upper and lower ball joints
-Bad starter
-Leaking heater core
-Horn does not work
-A/C fan disconnected because it runs constantly, even with the ignition shut off
-Hard to start

We started by replacing the upper and lower ball joints and the starter. Next we disassembled the dash and replaced the leaking heater core. We pulled the fuel pump, but discovered that it had already been replaced. At this point, with multiple electrical issues we figured it might be a bad ECU. So, we replaced the ECU. We've partially reassembled the dash, but have one connector that we don't know where to plug back in. I've attached a picture of the connected. It is located on the wiring harness that goes to the ignition. Currently, the car will not even crank when the key is turned to the start position. My questions are:

1. Does anyone know where this connector should be plugged in?
2. What would cause the A/C compressor fan to run constantly
3. The horn relay is good and so are all the fuses. Any suggestions on other troubleshooting tips to fix the horn?

welcome to the forum. a/c compressor fan to run constantly possible stuck relay, or hot wire burn thru to give pwr to run.
horn itself bad. connector unknown. need a wire diagram to trace.
