97 CR-V Brakes failing... feels like i am slipping on ice?

i own a 1997 honda crv. recently the brakes have been "failing", where the pedal loses its grip (not depressing to the floor however like a fluid issue) and it feels like the pads aren't gripping the rotors. i have new rotors, and the pads a few months ago were said to be totally fine. i told a mechanic about this issue and had the brakes looked at a few weeks ago and they said they were fine.
i never know when to expect this failure, when i will have to use the E-brake, because it only happens once in a while. Lately, however, it has happened five times in the past week. the ABS light has been on intermittently, does this sound like an ABS problem? the brakes shudder like i am on ice, grinding and clicking. thanks for any help you can give.
sarah
