99 Honda Accord wont start, crank, nor will lights come on but horn honks.

I am having a very bizzare problem with my 99 Honda Accord 6cylinder. It only has 98k miles on it and I have kept very good care of it. However, I left the lights on overnight into the next night without knowing it and the battery died. I have replaced the battery however when I turn the key no dash lights come on, no radio, clock, or headlights or the other electrical components IE windows/seats etc. However oddly enough for horn honks and while I know it doesn't take much for the horn to honk from a battery I guess I just don't understand why all of the other electrical wont follow suit let alone start or at least crank.

Does anyone have any insight to what could be causing this?? I don't know very much about cars however I am stranded and need to get this issue figured out.

I think I may have located the issue but would still appreciate some insight. The battery fuse is blown. Could this cause all of this? And still let the horn honk as it has it's own seperate fuse?
