Civic wont start below freezing

Default Civic wont start below freezing

Ok, so I have a 92 honda civic DX 1.5 and it has a very hard time starting when its below freezing out. It runs and starts very well when its warm out or the motor has warmed up. I have new spark plugs, distributor cap, rotor and distributor. New quality battery, new fuel filter, air filter. I beleive the only thing left is fuel? The plugs smell of fuel if I pull them after trying to start. I'd say injectors or fuel pump? But the confusing thing is it runs FINE when warm. Any help would be much appreciated. thanks
