Considering a used Civic or Accord, concerned about acuator issues.

Hello. I am considering looking at used Honda Civics and Accords 2009-2014. I have heard all kinds of talk about actuator issues with the 4cyl models.
There seems to be no definitive cure for the startup noise and the condition may or may not lead to engine troubles.

My question is, are these cars safe to buy? I would expect to encounter a startup noise at some point and would like to know if that means I am in a world of engine trouble.

Sorry for the newb question, I am just concerned about buying a hopeless money pit.

Honda issued a service bulletin to replace the variable valve timing control (VTC) actuator in some 2010 Honda Accords due to a defective actuator. The repair didn't require removing the cam chain and associated parts.

There's some sort of this going on in just about every line of vehicle.
