Default accessing fuse box, adding hardwired outlet

I bought an accessory outlet (extra cigarette lighter) to add to my 07 Accord under the steering column to add for an extra slot to plug in my GPS or Radar Detector.

I looked at the fuse box and there is no immediate access to connect the red/black wires.

How could I access the box and where would be the best location to attach this outlet? 10A V12DC

when ever I put in extra accessories, I put an extra heavy line, extra fuse holder, and thread it through the fire wall and add in my own fuse box. so that I can add on future items up to 80% of power draw.
