Default Front suspension/stiffener - what is this called?

I was changing front brakes on my 02 Accord Coupe and noticed that one end of this linkage was disconnected. I don't know what this piece is called. Each end fits over a post and looks like it's secured with 4 rivets. The one end appears to be connected to a cross bar stiffener or something. This end is missing 3 rivets and is not attached.

What's this piece called and how do I fix it? Any help would be greatly appreciated.
