how do stop the seat belt from moving on a 91 accord

Is the seat belt moving after you shut the door and it moves back, then forward and back continous? or please explain how you do not want it to move. thanks or there is a motor in the door piller, disconnect the wires to the motor.. this may cause the door open light to remain on.
