Vibration
 
I have a 2003 honda accord. For the past month or so, I noticed that I am feeling a vibration in the seat area and not in the steering wheel. It happens over 40mph when I push on the gas and when I release the gas pedal it stops. I have new tires, brakes, and rotors. The vibration was present prior to the new parts. Could it be the drive axles or motor mounts? Please assist.

Welcome to the forum,that would be my guess motor mounts or CV's,raise the hood and have someone bring the RPM's up to see if the motor rocks more than it should,another tell tail is if the Valve cover is making contact with the hood.Check your CV's for leakage or excess movement.
Listen while driving. Cyclical clicking, rasping, or squeaking sounds that seem to be synchronized with the rotation of the wheels, especially at low speeds, could indicate a worn or damaged CV joint. Driveline vibration at highway speeds could also be a sign of worn CV joints.
Turn the wheels left and right. Hearing the sound change or increase as you turn the steering wheel while driving slowly can help you isolate a bad CV joint. A good way to do this test is in an empty parking lot next to a large building with the driver's window open. The building will amplify and focus any unusual sounds.
