13" wheels on 1998 Civic hatch DX

Can anyone tell me if 13" Honda wheels (4 x 100) will fit and operate safely on a 1998 Civic hatch DX? Why you ask, would I consider this? I am going to purchase an extra set of rims and winter tires. There is a big difference in price between 13" and 14" tires even though the diameter will end up within 1/2." My concern is clearing brake calipers and the size of the pilot hole.
