Cooling issues 1992 civic HELP!

I have a 1992 Civic LX 16 valve sohc 1.5. After sitting for a year with a seized alternator and no belt I finally got the time to fix it... Now I am having a problem with the cooling of the engine.. The problem that I am having is that when I turn the key to the on position the thermostat gauge on the dash goes right to hot without the car even starting...When it starts it just stays hot. I can't seem to figure out why... I am hoping that it might be the coolant sending unit or thermostat?? I need to cool the engine.. Any ideas on where to start would be greatly appreciated...Thanks..

Just off top of my head I would say faulty coolant temp. sensor. Could have film built up on it.
