My daughter has a 2009 civic. 3 weeks ago she went over a couple of speed bumps- then the radio went out and the door locks ( electrical) will not work when car is off. In the fuse box under hood it is circuit 23 for back up. I have a dead short pops fuse-looked at wiring under seat found an open case on a wire- sealed it and still have the short. Am I missing something something- any idea where I should look for the issue- under the hood and under dash looks good for the wiring. is this a common problem?

welcome to the forum. you will need a wire diagram for the civic to trace wire shorts. for the radio, check the fuse first, if good go to the radio and check to see if there is power at the line. if not, will need to trace wire back to fuse to find disconnect. if there is power, the radio is out. for the door locks same thing. need wire diagram to follow power short. not an easy job to do.

At the fuse socket, need to either put a test light across the fuse pins to see the light
When you find the short, the light will dim.
Or you can put a multi-meter with an audio continuity tester and put that across the fuse socket pins
Then search for short.
Sorry don't know where a short might be.
