Default 1993 Honda Accord brakes

I have a 93 Honda Accord. My brake pedal goes all the way to the floor- always. Even when trying to bleed the brakes and pump up and hold- it still slowly but surely goes to the floor. Would that definately be the brake booster, instead of the master cylinder, due to no fluid loss?? I really need help- ASAP!! Thank you..

when depressing the brake pedal and it slowly continues to go to the floor after its initial stop , it is the master cylinder that is by passing the fluid past the seal. If you had to depress like a manual brake, then its the brake booster.

Manual brake?? What do you mean by that... Sorry I'm just a plumber doing a double check on my mechanic.. The pedal does slowly go all the way to the floor everytime.. It looks as if at one time the seal connecting to the booster was leaking. You can see the paint on the booster looking wavy and looking like the paint wants to come off.. So with that you think he should start with the master cylinder...>>>???

its not a brake booster its a master cylinder because such kind of things are performed by them only.
