Default '98 Honda Civic EX HELP!!!

Starter is new, battery is new, everything showing good volts.. the car won't start, there is no clicking or anything from starter, idk if the flywheel is buggered up or why the pinion gear won't engage.. but the car will roll start, PLEASE HELP!! thank you.

My next step would be starter switch or starter relay.

Thanks that was kind of the way i'm headed with it too, someone else recommended neutral safety switch i think..

make sure the plugs to the alternator are plugged in. I had that issue and my alternator plug was unplugging.
