2000 Honda passport. No power to fuel pump fuse

I have a 2000 Honda Passport v6 manual transmission. There is no power going to fuel pump fuse.
At first thought it was the fuel pump. I checked relay. That was good. Then realized no power to fuse. Fuse is good. So I tried and I bypassed and jumped the fuse. At that time fuel pump started working.

Why no power to the fuse?
