Default 2003 sluggish at lower revs

Hi, my 2003 CRV seems to be lacking in pulling power at lower refs, especially when towing. It also seems to use more petrol than expected running light and cruising at 70 (not towing of course)
How can one tell if the variable valve timing is operating as I expected that would make a noticeable difference to lowdown torque?

welcome to the forum. ( vetec was developed to improve higher performance at high RPM.) 1. check for battery condition, good grounding, loose cables. 2. check for loss of compression, clogged fuel filter, clogged exhaust sys, clogged ex manifold, poor igniters. bad fuel pump, bad plugs.
