you might want to start from scratch, replace the cat with a honda original, and the sensor with honda original. cost of parts may exceed cost of car's worth.
in a perfect world I would do this, but as it stands, I'm in absolutely no position to be dumping 2-3k into a rig. If I could, I would have just fixed my last car that had the exact same problem. If I had the money to do that I would have probably just bought a better vehicle from a shop that isn't run by low lives

If the exhaust is solid and the sensors are working OK you need a new cat.
