Default Steering pump issue

I had a new power steering pump put in in the spring. Lately at low speeds, the pump seems to fail and difficult to steer. The fluid levels are appropriate and have no other issues. The pump was a re-manufactured pump from autozone and installed by a garage that has since gone out of business. At speeds over 20 miles a hour, it is fine. Pump was replaced original because of a fluid leak in pump. Yes I made sure that the garage used Honda fluid as I supplied it for them

I have jacked up front and got both tires off the ground and moved steering wheel side to side about 50 times to bleed system but problem still exists.

What is the likely culprit? Pump gone bad? Air in system somewhere?

Welcome in,around here we always recommend genuine Honda parts,it beats replacing the part over and over. And always seems to last longer, good luck.
