Default Feasability of converting the Rebel 1100 high RPM torque cylinder to low RPM torque?

I'm not really into blistering speed, or ear melting RPM's. Does anyone know if it will be possible to set up both cylinders for low RPM torque instead of one for low, and one for high RPM?
The bike doesn't have a high top speed, and is more suited for cruising, and travel around town. It seems to me that upping the lower RPM torque for the DCT model would be hugely beneficial.
