90 accord tachometer and speedometer stuck..

90 accord tachometer and speedometer stuck..
my 90 accord won't start bcoz the battery was really low , so when i boost the car turn the ignition on(not cranking the engine) the tach. and the speedometer needle turn all the way around. i was thinking maybe the battery was just low in charge,so i started the car no problem but the both needle was stuck all the way .. pls help.
