12 CRV headlight - high beam voltage

12 CRV headlight - high beam voltage
low beams working fine, but drivers high beam is out, passenger side works fine.
Checked voltage on passenger side, low beam (green and yellow) have proper voltage and high beam (yellow) has voltage
Drivers side, low beam (brown and white) has voltage, but on high, neither brown or white has voltage, would expect white to have voltage similar to passenger side.
I would suspect that on low beams, we are getting voltage across all terminals, that terminals are fine?? Is there an independent high beam feed?
I see that in fuse box, there are independent 10a fuses for low beams (left and right side), but there is a combination H/L High Main 30a in an enclosure I didn't open, but since one of the high beams is working, rule that out as an issue.
One time, both headlights/fog lamps went out at same time, dealer replaced all bulbs, stated it was since we had too high off power bulbs (Sylvania Ultra), call BS on this.
what can I check?
