Default boost gauge help

So my boost gauge shows 20 pounds of vacuum!! I really doubt that there is 20 pounds of vacuum in the system. Plus when it boosts the gauge only shows 1 pound of boost. I can't figure out whats wrong with it. Do you think its just the gauge is bad?

not a stupid question, not many of us on the forum know about how a turbo system works. I would check my guage first, if the turbo is working properly, there should be a 0 boost at start, or mild increase. Also check to see that our impellers are turning on the boost, ( don't stick your fingers in the boost area ) just view it.
