Default civic vx redline help

my 92 civic vx has the stock d15z1 motor
and for some reason it will only redline at 6500
when it is supposed to redline at 7000
the check engine light is on for the heated o2 sensor
could that make it not redline at 7000?
any suggestions?

where did you get the k-20 from, and did you get a good price for it. I'm trying to plan to put a k-20 in the fit after the 100k warranty is up, or if the engine goes first.
