Default DOHC Timing Belt R&R

When replacing the timing belt on a DOHC, is the belt supposed to be a stretch fit even with the tensioner loose? I have the cams pinned and all other marks matched to where they are supposed to be, but the belt is to tight to go on the gears. Can anyone shed some light on this for me.
Thanks!

As far as I know, yes it is. It is an essential belt that you definitely dont want slipping or snapping. The belt tensioner is there so you can move theit and be able to get the belt off for replacement. It being tight is expected. Much better than the belt falling off.
