Default Engine will not turn

After about a few months of having my 95 accord sit, I went to start the car, nothing happened. Thought it was a dead battery. Put in a new battery. Lights come on but as soon as I turn the key and start the car, everything dies. Looked under the hood. Saw blueish green coloring where the ground battery cable bolts on to the frame and starter. Could that be the problem?
