It's likely the voltage control circuit for the blower motor that's faulty, there may also be two fuses for the blower.

Simply the blower is a 12volt motor and if on position #4 ( fastest ) the motor may be getting the full 12 volts.
On position #3 the motor may only need 10 volts to achieve desired speed , on position #2 may only require 7.5 volts for the desired speed and position #1 may only need 6 volts for the required speed.

You can check for voltage at the blower in position #1 & #2 but don't use a test light use a voltmeter ( multimeter ).

I had an issue with the fan on my 99 EX V6 not working. It turns out that the resistor for the motor controls went bad. Honda replaced it for about $140.00

sounds to me like a bad blower motor resistor or fan speed switch

Default blower motor resistor

I also have a 2002 accord se with same problem (AC and heat on work on settings 3 and 4, but not on 1 and 2). I took it to midas and they checked it an said the blower motor resistor needs to be replaced. They said the part costs $200 and the total would be $300. I did some research online and found that you can fix it yourelf. The blower motor is under the glove compartment on the passenger side, but the pictures were from a 98 accord. Does anyone know if the blower motor is in the same location for the 02 accord? I found a new blower motor resister much cheaper on ebay.
