Honda civic Lx 2013¡ when I use the AC the car doesnt pass over 3.5 rpm it makes a sound like If I was on a red line, any ideas?

Won't go over 3500 rpms and revs to red line. What?

When I put the AC the car feels lazy and it wont go over 3.5 rpm and its sounds like the car is on red line. If I turn off the car and start it again.. The issue is gone.
