i cant seem to figure out the idleing problem on my 91 integra!!

Default i cant seem to figure out the idleing problem on my 91 integra!!
ive already cleaned out the idle control valve! ive also checked the entire intake manifold for leaks and nothing! what could it be???

If it's idleing up and down ,that is a classic sign of a vaccum leak or a hose loose.
