Cool Low compression on rebuilt bottom end

I have a 1992 honda civic with turbo. Last year I replaced the head with a VTEC D16Y8 head with new valves springs and cam. The car ran fine until I had a small oil leak at the head gasket. I actually bought a remanufactured block and had it rebuilt. It has Vitara low compression pistons and rings, Skunk 2 connecting rods and ACL racing bearings. The machine shop did all the clearances. I have the motor installed and tried cranking for a couple of days and did a compressor check and the compression was low on all four pistons. 90psi on the first piston and 120 on 2,3 and 4. Should I add oil as suggested by the Haynes manual first? A step in the right direction would help. The original bottom end was a D15Y7 non-vtec and as I stated the car was running until I pulled the engine. Everything is connected electrically and all the vaccuum hoses are connected as well.
