Top dead center issue timing or sensor?

Default Top dead center issue timing or sensor?

Hey there from the beat up Deadpool themed honda civic dx sedan. D15b7 Just replaced the head gasket and the top dead center sensor code is popping up. I can't turn it over with the ignition with this code up so. Now I'm pretty sure that I had it at top dead when I put the head back on. By pretty sure I mean it was at top dead definitely. I have a new distributor coming in (was the only way I could get a new sensor) and I'm wondering would the engine not being at true top dead make the code pop up? So far I've tried to reset the Ecu nothing. Battery has 12v. ive taken the distributor off and tried to crank it code still comes up. Starter is good. It seems I've exhausted all options short of the new distributor and turning in the engine by hand. Anyone have an idea of what is going on?
