Sounds like your regulator is worn, jumped track and is running up the rubber run channel crooked (binding). This is very common. Remove door panel and look around to rule out something easy. Most commonly I replace the window regulator, window motor, and rubber window run channel.

yes there is a technical service bulletin for all 1996 honda accords with this problem. to fix the problem you un bolt all bolts holding the glass, and bolts holding the regulator to the door itself. Then you put blue threadlocker on it and make sure the bolts are all positions as close to the front of the vehicle as possible. also grease the regulator in the spots that need grease. if that doesn't work which didn't for me, I replaced the run channel, and regulator which cost about 120 in parts.
