My car has been running and starting poorly for awhile, so i changed the battery. Nothing changed, now it wont even start but tunrs over is this a fuel filter problem?

 

welcome to the forum. check your spark plugs for condition, do a spark check to see if you have a good blue/white spark, check the fuel pressure in your fuel rail, listen to see if your fuel pump goes on when you first turn the key to on, (not start) or have some one listen with the fuel cap off, while you turn the key to on. Fuel filter would be the least thing on the list.
