95 Accord engine surge/high idle while in park
My 95 Accord is surging repeatedly (going from 1000 to 3000 rpm) while in park. It drives fine, though idled a bit high, when not in park. The problems began when the timing belt broke. We replaced the belt, valves, & radiator hoses. That's when the surging began. We then checked all the sensors, replaced the idle control sensor, bled air from water lines, checked the battery cable, & changed the computer (ECM). It's still doing it. I have over $1000 in repairs now & still a broken car. Any advice would be greatly appreciated.

Couple other things: it's using way more gas than usual, it's got 274,000 miles on it, and it's a VTEC engine. Also, when the car originally broke down (when the timing belt went out), we were traveling 70 mph with cruise control on. Not sure if the cruise control could have any effect on these problems.
