Default cranks but no start code 9 and 15, ecu to blame?

1995 accord LX 2.2 AT

I got these codes, replaced the distributor and main relay, and still no start. I want to get the the root of the issue and not throw anymore parts at it. I have a multimeter, what can I do?

I can keep it running with starter fluid.

welcome to the forum code 9 is #1 cyl pos. sensor #15 ign output signal. check to see if you have fuel at the fuel rail, possible no fuel pressure from the pump.
