What Accords get folding mirrors?
My 2002 Accord Special Edition has folding side mirrors. I just saw a 1998 to 2000 Accord V6 with non folding side mirrors. It had a sunroof, leather interior, OEM-looking spoiler (wing), but non-folding side mirrors.
I thought the V6's were "top of the line." What's up with the non-folding mirrors?

"I just saw a 1998 to 2000 Accord..." by which you mean "I just saw a sixth gen Accord." It's likely the model you saw with fixed mirrors was between '97 or first half of '98 (sedan or coupe). I believe Honda introduced folding mirrors to 6th-gen Accords mid '98. .
By th' way, as fer this notion of a "top of the line" Accord...
Excluding the first-gen Acura TLS (aka, "Euro Accord") and 6th-gen Accord EX-L models, I hazard that vaunted sobriquet goes to either the Accord Type-R or the Accord SiR-T; though I 'spect opinions will vary (as opinions are oft to do).
