Default 99 Civic auto trans shift issue

I noticed that the shift between 3 and fourth gear seems to occur above 4000 rpm in most cases. This seems higher than usual. I have triple flushed the fluid (this ended hard shifting), and have ohmed out the lock and shift control sonolenoids (both 16 ohms, in spec> There are no codes being thrown. Any ideas what elde may be causing this? I don't detect any slippage, the car has plenty of power. Thanks

That sounds about normal to me,You did what I would suggest in a flush, did you notice any metal when you drained it the first time?
