Default b16a p30 ecu o2 sensor heater voltage ?

iv been stuck trying to get the car to run fine but i can figure out this o2 sensor no matter how hard i seen to look stuff up.

i have a obd1 b16a swap into a 97 ek civic with a p30 ecu and a obd1 to obd2 jumper harness and it’s throwing code 41. replaced sensor twice and have an extension harness running from the o2 by the cat to the plug by the dizzy. i tested the o2 sensor heater wire at the plug and it read 8.9, i figured out which wire was the o2 heater on the ecu and i tested the jumper harness wire coming from the ecu and it read 8.9 again. isn’t the heater wire supposed to send 12v when the ignition is turned? if so does this mean my ecu is bad and i have to replace it?

The best way to test the heater circuit is to see how much current it pulls.
You may need to do a load test on that circuit to find where the resistance is. Without real current going through the circuit these problems kind of hide.

so could you tell or show me more on how to do this i’m not the best when it comes to wiring and figuring out the problems
