Default Gauge cluster

Hey everybody, I have a 1992 civic ex 1.6L4. I've recently acquired this car and I'm attempting some repairs. The first issue I'm attacking is the gauge cluster, the tach and fuel read fine, thermometer seems ok, but the speedometer is DOA. The lights in the cluster are completely dead too. I've replaced a few of the dash bulbs but have had no results. There is some obvious wear on the printed circuits on the back of the cluster.
I've attempted to bypass the dimmer switch with a jumper to test it, but had no results here either.
Ive checked every fuse I can find.
How do I determine if its the switch or the cluster?
Where do I find a cluster?
Is it the VSS?
How about horn buttons? Those are missing too.
