Default Hr-v odb not readable

I post here under Civic as hr-v basically is civic, isn't it. My old aunt has a hr-v that she has not used during the corona lockdown. When I tried the car, it shows engine fault light. I have two different devices to read odb but none worked. Another is cheap dongle for phone and another is icarsoft mb2, which is optimized for Mercedes (yes, carwise I'm Mercedes man but my motorcycle is Honda).
I also visited local repair shop that had more professional equipment, but they were also not able to read the codes. Is there some known, solvable issues on odb? What could be done? The car can not pass the yearly inspection if the odb is not readable. Also, not anything very expensive can not be done if the price exceeds the cars value, its already pretty old even the milage is quite low. The car is 2002 iirc.

Did the mechanics check the pin fitment of the data link connector (OBDII connector)??
