Default Paint peeling on 99 Honda Civic DX Hatchback

I bought my Honda in August '99. I first notice the peel paint under the 'window sill' in the rear window in May 2005. I'm sure it started well before then but it was a hard place to detect it. It had been peeling on the upper spoiler for a while but I thought that was from a scratch and it was natural for it to peel.

I had it painted. Honda Canada paid for over half as a goodwill gesture, they say. Then in September 2006, I was spraywashing it and the paint came away on the hatch. I had it painted and am told they won't warrantee it because the factory paint and primer are defective. Honda Canada says too bad, it's not under warranty.

The car has 93,000km on it. I have it maintained regularly and look after it. I was hoping to have it for a few more years.

Has anyone else had this problem?
