1998 Honda Accord Idles up and down

We changed the idle control valve with a used one from the junkyard. My mechanic says we need a new one. Here's a

of what its doing. Any opinion on what could be wrong or should I go buy a new one?

if the idle is up and down cold, it is the ico, if the engine is hot it is the egr. have you tried cleaning the ico.

No, I havent tried cleaning the ico. I'm guessing ico means idle control valve. But it does it anytime it idles, hot or cold.
