I got a pr4 ecu and it dosnt have the back and was told it was chipped

Default I got a pr4 ecu and it dosnt have the back and was told it was chipped
I have no idea how to tell it's going in a 93 b18a1 and one of the plugs looks tampered with and say off road use only.??
