Question squirrly 87' Elite ch250

Picked up this scooter not to long ago and at higher speeds its not very stable in fact it's kinda scary. I had an identical one years ago and I don't remember it driving like this. I might have gained a few pounds since then but it shouldn't be that much of a difference. Only thing I can think of is replacing front and rear shocks. I'm having difficulty sourcing new front shocks I've found used ones on ebay but I don't want to swap one set of worn out shocks for another. Any and all advice would be helpful, are used shocks ok to use? will replacing the shocks solve the instability problem or could it be something else? And yes I've checked my tire pressure both front and rear

Stability? Are the wheels tight? Forks? Where is it loose?

I'm gonna start tearing down the front end. I can hold the handlebars and grip the front tire and I don't feel any play. But there is something going on down there thats for sure. There is some minor scrapes down one side of the scooter where it looks like it was laid down but it's minimal damage I couldn't see how you could bend the forks and only leave a few scratches. Only thing left to do is dive in.

If you compress the forks and turn from one side to the other is it free turning. No drag.
The forks may be twisted or bent.
