i recently aquired this honda. single cam vtec. the problem im having is that the car will not go over 3600 rpms, sitting or driving. almost feels like a governor.. not sure if its tied together, but my speedometer and odometer are also inop, but the abs is still functional. any help would be appreciated

 

find out when the timing belt was changed, if the low rpm started after this, possible the belt not installed correct to cam/crank timing marks.
speedometer problem can be the sensor at the transmission
