California Emission????

Default California Emission????

Hello! I have a 2004 Honda Accord LX 4cylinder. I was told by a mechanic that the 2 oxygen sensors on my car need to be replaced I have been researching but I can't figure out if my car is regulated for California or not. I am hoping it is not because I see the part is higher. I looked under my hood and it says:

"Vehicle conforms to US EPA Tier 2 Bin 5 and CVF and LEV regulations applicable to 2004 model year new passenger cars & California regulations applicable to 2004 model year."

What does this mean?!

I believe it is california regulated. if it were not, it would not have california on the sticker. just 49 states.
