Can't shift out of park

Hi,
I can't shift out of park unless I pump the brakes about 10 times. I noticed that when doing so, my brakes lights only come on once in those ten pumps, that is when I can finally shift out. My questions are these:
1. If not a fuse (remember it does work occassionally), then is this a shifter interlock solenoid problem?
2. Is replacing that solenoid a DIY type job?
3. Any instructions to be found for the replacement?
4. Parts and labor costs if I need to have it done?
Any input is appreciated.
