2001 CRV (183,000 Miles)

Recently I was on the expressway and it started to rain pretty heavily. Shortly after, I noticed that when I let off of the gas pedal, there was a fairly loud thumping noise coming from the front right side of the car. I got off the expressway because it sounded like a flat, but the pressure was fine. When I got back on the expressway, the rain had stopped and so did the thumping. It began to rain again later and the thumping came back. Not sure why the thumping would only occur in wet conditions. Any ideas as to what this could be?

Maybe when you hit a puddle of water it splashes onto the fender liner.
